國土部:堅決遏制房地產市場異常波動
●將繼續堅定不移(yi)貫徹中央(yang)房產(chan)調控(kong)政策(ce)

國土資(zi)源部(bu)12日表示,今年(nian)上半年(nian),全(quan)國地產市(shi)場(chang)總(zong)體盤整下(xia)行(xing),個別城市(shi)再現(xian)高價地未改變(bian)市(shi)場(chang)整體偏(pian)冷格(ge)局。國土資(zi)源部(bu)下(xia)一步將對(dui)市(shi)場(chang)波動(dong)影響加強調控,保持市(shi)場(chang)均衡協(xie)調運行(xing)。
國土資(zi)源部(bu)有關負責人(ren)指出(chu),新一輪調(diao)控以來,隨著限(xian)購(gou)、限(xian)貸等調(diao)控政(zheng)策措施逐步發揮作用(yong),投(tou)資(zi)投(tou)機性需求(qiu)被(bei)有效遏制,以商品住房為(wei)主的(de)房地(di)產市(shi)場(chang)整(zheng)(zheng)體(ti)呈(cheng)盤(pan)整(zheng)(zheng)下行態勢。今年上(shang)半年,房地(di)產用(yong)地(di)供應量同比有所(suo)回落,地(di)價(jia)漲幅逐季收(shou)窄,流標流拍宗地(di)數量較大,總體(ti)上(shang)市(shi)場(chang)呈(cheng)量跌價(jia)滯局面,景氣度較低,處于(yu)盤(pan)整(zheng)(zheng)下行階段。近期個別城市(shi)再現高價(jia)地(di),主要是結(jie)構性和區域(yu)性市(shi)場(chang)波動,并未改(gai)變市(shi)場(chang)整(zheng)(zheng)體(ti)偏冷的(de)格局。
數(shu)據表明,上半(ban)年房(fang)(fang)(fang)(fang)地產(chan)用(yong)地供應5.97萬(wan)公頃,其中住房(fang)(fang)(fang)(fang)用(yong)地供應4.08萬(wan)公頃,因(yin)前五年房(fang)(fang)(fang)(fang)地產(chan)用(yong)地和(he)住房(fang)(fang)(fang)(fang)用(yong)地基(ji)本呈逐年增長態勢,實際(ji)上今(jin)年上半(ban)年房(fang)(fang)(fang)(fang)地產(chan)用(yong)地和(he)住房(fang)(fang)(fang)(fang)用(yong)地供應總(zong)量相當于過去(qu)五年同期(qi)平均值的(de)126%和(he)116%,可開(kai)發(fa)建設量也高于同期(qi)商品(pin)房(fang)(fang)(fang)(fang)開(kai)竣工和(he)銷售量,可以滿足市場上合理(li)的(de)住房(fang)(fang)(fang)(fang)需求。
監(jian)(jian)測(ce)顯(xian)示(shi),上(shang)半(ban)年全(quan)國城(cheng)(cheng)市地(di)價(jia)(jia)總(zong)體平穩,同(tong)比增(zeng)(zeng)(zeng)(zeng)速(su)(su)持續(xu)放緩,重點區(qu)域住(zhu)(zhu)宅(zhai)(zhai)(zhai)地(di)價(jia)(jia)環(huan)比仍為負增(zeng)(zeng)(zeng)(zeng)長(chang)。一二季(ji)度(du),主要(yao)監(jian)(jian)測(ce)城(cheng)(cheng)市商(shang)服和住(zhu)(zhu)宅(zhai)(zhai)(zhai)地(di)價(jia)(jia)變化延續(xu)去年下半(ban)年以來(lai)走勢(shi),增(zeng)(zeng)(zeng)(zeng)幅逐季(ji)收窄。二季(ji)度(du),商(shang)服、住(zhu)(zhu)宅(zhai)(zhai)(zhai)地(di)價(jia)(jia)同(tong)比增(zeng)(zeng)(zeng)(zeng)速(su)(su)連續(xu)四個(ge)季(ji)度(du)回(hui)調;長(chang)江(jiang)三角(jiao)洲、珠(zhu)江(jiang)三角(jiao)洲、環(huan)渤海地(di)區(qu)住(zhu)(zhu)宅(zhai)(zhai)(zhai)地(di)價(jia)(jia)環(huan)比延續(xu)一季(ji)度(du)下降(jiang)趨(qu)勢(shi)。105個(ge)監(jian)(jian)測(ce)主要(yao)城(cheng)(cheng)市中,53個(ge)城(cheng)(cheng)市住(zhu)(zhu)宅(zhai)(zhai)(zhai)地(di)價(jia)(jia)環(huan)比持平或負增(zeng)(zeng)(zeng)(zeng)長(chang),同(tong)比負增(zeng)(zeng)(zeng)(zeng)長(chang)城(cheng)(cheng)市由上(shang)季(ji)度(du)19個(ge)增(zeng)(zeng)(zeng)(zeng)至(zhi)32個(ge)。
據統計(ji),上(shang)半年,全(quan)國(guo)土地(di)(di)(di)流(liu)標(biao)(biao)流(liu)拍總(zong)量較(jiao)大,高溢(yi)價率宗(zong)地(di)(di)(di)大幅減少。上(shang)半年房(fang)(fang)地(di)(di)(di)產用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)流(liu)標(biao)(biao)流(liu)拍1882宗(zong),去(qu)年同(tong)(tong)(tong)期(qi)(qi)為1018宗(zong)。其中,商(shang)服用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)流(liu)標(biao)(biao)流(liu)拍625宗(zong),同(tong)(tong)(tong)比(bi)增(zeng)加96.5%;住(zhu)房(fang)(fang)用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)流(liu)標(biao)(biao)流(liu)拍1257宗(zong),同(tong)(tong)(tong)比(bi)增(zeng)加79.6%。全(quan)國(guo)上(shang)報高價地(di)(di)(di)的異常(chang)交易房(fang)(fang)地(di)(di)(di)產用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)宗(zong)數24宗(zong),遠少于去(qu)年同(tong)(tong)(tong)期(qi)(qi)433宗(zong)。與此同(tong)(tong)(tong)時,各級國(guo)土資源部門對(dui)保障(zhang)(zhang)性(xing)安(an)居工程用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)繼續實行計(ji)劃單列,加快審批(pi)速度,做到應保盡保,上(shang)半年保障(zhang)(zhang)性(xing)住(zhu)房(fang)(fang)用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)供應同(tong)(tong)(tong)比(bi)增(zeng)加42.5%,占住(zhu)房(fang)(fang)用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)比(bi)例(li)26.5%,較(jiao)去(qu)年同(tong)(tong)(tong)期(qi)(qi)提高11.9個百分(fen)點。逐月供應力度不斷加大,占住(zhu)房(fang)(fang)用(yong)(yong)(yong)(yong)(yong)(yong)地(di)(di)(di)比(bi)例(li)逐月提高,各月均高于去(qu)年同(tong)(tong)(tong)期(qi)(qi)水平。
國土(tu)(tu)資源(yuan)部強(qiang)調,將(jiang)繼續堅定不移貫徹中央關于房地(di)(di)產市場(chang)的調控(kong)政(zheng)策(ce),積(ji)極配(pei)合(he)相關部門(men)(men),繼續做好土(tu)(tu)地(di)(di)供應與(yu)市場(chang)調控(kong)工作。嚴(yan)格落實(shi)首付(fu)款(kuan)比例、繳(jiao)款(kuan)時間、禁(jin)止捆(kun)綁出(chu)讓等政(zheng)策(ce)要求,規范各地(di)(di)土(tu)(tu)地(di)(di)出(chu)讓行為。強(qiang)化對(dui)已供土(tu)(tu)地(di)(di)開發(fa)利(li)用(yong)情(qing)況的監管,嚴(yan)格落實(shi)新(xin)《閑置土(tu)(tu)地(di)(di)處置辦法(fa)》,狠抓閑置土(tu)(tu)地(di)(di)的清理和處置,促進已供土(tu)(tu)地(di)(di)及時形(xing)成有效(xiao)供給。加強(qiang)部門(men)(men)聯動(dong),發(fa)揮(hui)政(zheng)策(ce)合(he)力,堅決遏制市場(chang)異(yi)常波動(dong)。
